Ownership of guns for ordinary citizens will become a criminal offence punishable by a custodial sentance plus a hefty fine, the proceeds from which will be put back into the economy.

That is insane. Two

 of Adolf Hitler's first acts when he rose to power were to register all guns in Germany, and then confiscate them all. This would vastly increase the power of the government and decrease the power of the people simultaneously, and at the same time virtually destroy people's ability to defend themselves from physical harm at the hands of others. And if you make against the law to own a gun, that doesn't mean that only the government would have guns. It would mean that the government and people who don't care about the law were the only ones with guns.
